MOAT BROTHER BLASTS POLICE; Offer to talk to wanted man during stand-off rebuffed

There were loads of people that loved him," Mr Moat said.ANGUS Moat has criticised the police for refusing to allow him to talk to his younger brother Raoul during a tense six-hour stand-off with police which ended with his apparent suicide.Mr Moat said he watched as his brother was taken by ambulance to Newcastle General Hospital, still hoping he was still alive, but then saw him being carried inside with a blanket covering his face."We reached a point no more than 200 metres from the city centre when we saw Mr Moat standing alone on the river's edge. He did not look at us and his back was to us and we were no more than 40ft away from him when we turned off in a different direction when my partner felt that was indeed the fugitive.He said Northumbria Police rebuffed his offer and were apparently concerned that it might unlock memories which would exacerbate the situation.Mr Moat, who said he had not seen his brother "for a number of years", saw on the television that police had cornered him on Friday after a six-day manhunt."I'm thinking they don't cover a live person with a blanket, especially one who maybe has serious head injuries or something.Northumbria Police admitted that Tasers were used twice during the stand-off.CAPTION(S):Meanwhile, Ken Branson, 64, has told how he came face-to-face with Raoul Moat."I wasn't so certain but as we got a little bit further away two police vehicles pulled up very, very quickly, armed officers emerged and demanded that Mr Moat drop his weapon.Mr Moat said that when he heard a shot he hoped a police sniper had injured his brother and that he would be sedated and taken to hospital for treatment.ANGER: Angus Moat's offers to help were ignored and his brother took his own life. He also criticised the police for their use of Taser stun guns, which is being investigated by the Independent Police Complaints Commission (IPCC).
